AIM's theory is good for some roads, but often does not work when the traffic is real bad. Then, there is very little space to drive at all, and you have keep ahead and perhaps pass to get someone place faster.
But if you *can* drive slowly rather than stop and start DO SO! I say this in capitals because everyone who is reading this should tell everyone they know to do this. This is actually what truck drivers do. You can break up entire traffic jams if people would just drive slow instead of stop and start, then gradually build up speed. Of course, this is more of a freeway type thing, but no matter.
