has this always been case? how else different in things similar? and, again for how long been this way?
The metric system has been introduced in the early 1800s, promoted by France and as England was on war again with France then they did not want to introduce the same system, their loss.
The UK is now slowly changing over, I have seen some improvements in the 30 years I have visited the country, but it does take time.
The people in the English speaking countries that have made the conversion, like Australia and New Zealand, are positive about it, so there is no reason the UK can not.
