Integrated circuit chip for what exactly?
That is a key fob transmitter.
It transmits on 422 Mhz (box with 422NDR is basically the transmit crystal).
The IC generates the unique code for its receiver to decode and take action on, so not just any remote will activate a device, for security. The IC is likely a PIC or similar microcontroller. The holes along the side are to program the chip, and to test it.
